WASHINGTON—Bipartisan legislation aimed at placing the Russian economic system if President Vladimir Putin invades Ukraine is nearing completion in the U.S. Senate, key senators said Sunday.
The legislation underneath negotiation among contributors of the Senate International Members of the family Committee and others would target major Russian banks, hit Russians’ savings and pensions and limit the marketplace for Russia’s sovereign debt, among other facets, Chairman Sen. Bob Menendez (D., N.J.) said Sunday.
