BERLIN—Officers from Washington to London and Warsaw are asking whether or now not Germany’s heavy dependence on Russian fuel, its post-World Battle II tendency to defend a low profile in world conflicts and its longstanding political and industry hyperlinks with Moscow are in actuality making it an unreliable ally within the crisis in Ukraine.
